The individuals in the second quote refer to the supervisor indicating that employees (those who work for their supervisors) give leadership rights pointing out that managing is different from leading. Leaders lead people while managers manage tasks. Subordinates are managed by their supervisors but can choose who they are led by. I hope this makes sense. :)
